Securitized & Interbank Lending

Throughout 1994 and 1995 OPM-Bank was one of the most active banks in the Moscow interbank money market and had agreements with over 200 banks. Daily turnover in interbank loans approached RUR 20 billion with the majority of those loans being overnights loans. In early August of 1995 our research department predicted a possible collapse of Russia's interbank market and as a result we drastically reduced total volume and carefully re-examined our debtor banks. This prudent policy paid off handsomely during the severe banking liquidity crisis which occurred later that month and subsequently forced many banks into closure; we were left virtually unscathed.

At the beginning of 1996 (thanks in part to new legislation regulating the collateralization of government securities), OPM-Bank began once again lending to banks under the condition that they could provide Russian securities as collateral. Soon afterwards, we expanded this service to include organizations and private individuals. We are a pioneer in securitized lending in Russia and currently offer a variety of multi-currency loan and credit-line options to clients based on the following types of securities:
- Russian government and corporate bonds
- treasury bills
- savings bonds
- Russian blue chip and second-tier shares
- promissory notes of prominent Russian companies and banks
- ruble and hard currency deposits.

Among our clientele in this area are some of Russia's top financial companies and individuals who require short-term liquidity to support longer-term investment positions. We plan to expand the securitized lending business considerably over the next year and offer similar services to non-Russians. During 1996 OPM-Bank's loans to non-banks increased over ten-fold with the quality of those loans significantly improved.
